NOW is the time to craft a community-led (re)Vision of E. 16th Street to inspire infrastructure investment for a safer, greener, and more connected corridor for all users.
Why Now?
Perhaps the best time to invest in updating the roadway infrastructure along the East 16th Street Corridor was in 2006. This was after significant community engagement and planning conducted by LISC Indianapolis, Near North Development Corp., City representatives, private for profit developers, and stakeholders produced a vision for enhanced infrastructure along the corridor. As this original vision was not implemented, NOW it is second best time - let’s build a (re)Vision for this 1.4 mile long East 16th Street corridor together!

We are a growing collaboration of residents, businesses, non-profit organizations, schools, churches, and stakeholders that live, work, shop, and play near the 16th Street Corridor.

We seek a revised corridor with infrastructure that matches the function that better fits the neighborhoods adjacent, and enhances safety and increases users’ desire to interact with businesses and amenities along East 16th Street.

We seek the interaction, participation, partnership and support from all stakeholders that use 16th Street - residents, businesses, neighborhood organizations, schools, churches, and more.

Make 16th Street safer, useful, and fun.
Envision it.
From 2003-2005 community members participated in a robust infrastructure visioning process for E. 16th St. without “concrete” results. In 2025 residents, businesses, and community stakeholders joined together to (re)Vision 16: to initiate a new visioning process based on the prior efforts, but informed by new methods - complete streets, Vision Zero, and low impact stormwater design.
Share it.
It all begins with an idea 22 years ago. Stakeholders and all users of the 16th Street Corridor deserve safer and more desirable infrastructure along this segment of 16th Street. Connect it.
Core to the (re)Vision of the 16th Street corridor is to improve community connectivity and safety for all users. Whether visiting by car, truck, bicycle, micro-mobility, or if strolling the corridor on foot we seek a collaborative vision to better accommodate your experience with the corridor. We recognize that it is critical to seamlessly link future revisions to this segment of the corridor with nearby infrastructure investment. Whether linking west with the Indy Health District, more safely with the Monon Greenway and Lewis Street, or in new configurations of intersections at N. Delaware St., N. Pennsylvania St. or elsewhere- a safer flow for active transportation and vehicles is key.
Build it.
Creating a new vision for the East 16th Street corridor is not effective if it cannot transition a new design and its goals to implementation. We seek to amplify the voices of all stakeholders that share this (re)Vision so that it may drive action in the form of new infrastructure investment.
Use it.
Ultimately, the outcome desired is for the corridor is to promote more use, and types of users by making it more inviting to all. To accomplish this we must remove barriers to use - pedestrian and cyclist safety concerns, high speeds, distressed conditions, limited landscaping, and more.
Maintain it.
As with all infrastructure projects, any investment into this (re)Vision must include a robust operation and maintenance plan. The Indianapolis Cultural Trial and its O&M funding requirements act as a guide for corridor improvements.
